You present the original plus a photocopy.

How the document must arrive from abroad

This is where 90% of the problems are. The base rule: documents must arrive legalised or apostilled from the country of origin. You cannot apostille a foreign-issued document in Uruguay.

If the country is a party to the Hague Convention: the apostille is enough, and it is obtained there.

If it is not: the document has to be legalised by contacting that country’s Ministry of Foreign Affairs and the Uruguayan Embassy or Consulate there.

More on that distinction in the guide to apostille and legalisation.

The three translation rules almost nobody knows

If the document is not in Spanish there are three distinct situations, and it is worth identifying yours before paying for a translation that will not be accepted:

Document in another language: it must be translated by a Uruguayan sworn translator or by the Uruguayan Consulate in the country of origin.

Document with non-Latin characters (Arabic, Cyrillic, Chinese, Hebrew…): the translation must be done by a Uruguayan sworn translator. There is no consular alternative.

Document already translated in the country of origin: it is not rejected, but you must add a certificate of concordance issued by a Uruguayan sworn translator.

That third case is the one that costs people money: many translate at home thinking they are saving, then have to pay for the certificate here anyway. More on this in document translation in Uruguay.

Contáctanos para más información

Where it is done

National Directorate of the Civil Registry — Uruguay 933, Montevideo.

Hours: Monday to Friday, 9:00 to 17:00.

Watch the payment deadline

If you choose to pay through payment networks, the ticket with the code is issued only once — take a photo or screenshot of it there and then. Without it you only get a provisional document.

The legal residency file requires it to evidence family relationships, and for minors it is an absolute requirement.

Uruguayan citizenship accepts the certificate registered in the “Libro de Extranjeros” as proof of nationality.

Frequently asked questions

Can I apostille a foreign certificate in Uruguay?

No. The apostille or legalisation is done in the country that issued the document, before bringing it over.

I had the certificate translated at home — is that valid?

Yes, but you have to add a certificate of concordance from a Uruguayan sworn translator.

What if my document is in Arabic, Chinese or Russian?

Because it uses non-Latin characters, the translation must be done by a Uruguayan sworn translator.

What happens if I do not pay within 48 hours?

The appointment is released and you have to restart the whole application.

Is a photocopy of the certificate enough?

No. The document must be an original from the country where the event occurred; you present the original and a photocopy.

Contáctanos para más información

Related procedures

Apostille and legalisation of documents

Document translation in Uruguay

Identity card for foreigners

How to obtain legal residency

Uruguayan citizenship for foreigners

Registering a foreign certificate in Uruguay is the invisible step that blocks almost every other procedure.
