Requirements are set by the Electoral Court and can change: confirm on the <a href=\"https:\/\/www.gub.uy\/tramites\/carta-ciudadania-ciudadania-legal-uruguaya\" target=\"_blank\" rel=\"noopener nofollow\">official page<\/a> before starting your file.<\/em><\/p>\n<h2>How many years of residence are required?<\/h2>\n<p>It comes down to a single factor: whether you have a family established in Uruguay. Article 75 of the Constitution sets it out.<\/p>\n<ul>\n<li><strong>With a family established in the Republic: 3 years<\/strong> of habitual residence.<\/li>\n<li><strong>Without a family established: 5 years<\/strong> of habitual residence.<\/li>\n<\/ul>\n<p>In both cases you must be 18 or over, of good conduct, and hold capital or property in the country or practise a science, art or trade.<\/p>\n<h3>The detail that costs people years: what \u201chabitual\u201d means<\/h3>\n<p>Residence must be <strong>habitual<\/strong>, and that carries a concrete consequence worth understanding before you travel: <strong>absences from the country cannot exceed 6 consecutive months<\/strong>. If you are away longer than that, the required period \u2014 3 or 5 years as applicable \u2014 <strong>starts again from zero<\/strong> when you re-enter Uruguay. Time abroad is not simply deducted: the whole count restarts.<\/p>\n<h3>Language requirement<\/h3>\n<p>Applicants whose language is not Spanish <strong>must be able to understand and express themselves in Spanish<\/strong>. If not, the application will not proceed.<\/p>\n<p style=\"text-align: center;\"><a class=\"maxbutton-1 maxbutton maxbutton-contacto\" target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/wa.link\/7nkfn8\"><span class='mb-text'>Cont\u00e1ctanos para m\u00e1s informaci\u00f3n<\/span><\/a><\/p>\n<h2>Requirements and documentation<\/h2>\n<p>The file is built around four pillars. For each one, any single option from the list is enough.<\/p>\n<h3>1. Proof of nationality<\/h3>\n<ul>\n<li>Birth certificate issued by the Civil Registry, from the \u201cLibro de Extranjeros\u201d (Foreigners&#8217; Register), or the document from your country of origin, apostilled or visaed.<\/li>\n<li>Marriage certificate, if the marriage took place in Uruguay or was recorded in the Foreigners&#8217; Register.<\/li>\n<li>Birth certificate of a son or daughter born in Uruguay or recorded in the Foreigners&#8217; Register.<\/li>\n<li>Another document from your country of origin showing your nationality \u2014 passport or identity document \u2014 apostilled or visaed.<\/li>\n<\/ul>\n<p>If your documents come from abroad, two earlier steps are worth resolving first: the <a href=\"https:\/\/viviruruguay.com\/en\/apostille-and-legalization-of-documents-in-uruguay\/\">apostille or legalisation of the document<\/a> and, if it is in another language, <a href=\"https:\/\/viviruruguay.com\/en\/translation-of-documents-in-uruguay\/\">translation by a Uruguayan sworn translator<\/a>. Entry into the country and residence<\/h3>\n<p>Certificate of Residence and Certificate of Migratory Movements, both issued by the National Directorate of Migration. These are the documents that prove your actual time in the country.<\/p>\n<h3>3. Means of living (ties to the country)<\/h3>\n<p>This has to be proven across the same 3 or 5 years. The most common options:<\/p>\n<ul>\n<li>\u201cConsulta de Actividades por Persona\u201d and \u201cHistoria Laboral\u201d certificates from the BPS (social security).<\/li>\n<li>Retirement or pension certificate from the BPS.<\/li>\n<li>Proof of a <a href=\"https:\/\/viviruruguay.com\/en\/how-to-register-a-sole-proprietorship-in-uruguay\/\">sole proprietorship<\/a> issued by the BPS.<\/li>\n<li>Certificate from the Caja de Profesionales Universitarios, Caja Notarial or Caja Bancaria.<\/li>\n<li>Certificate from the Military or Police pension funds.<\/li>\n<li>Title deed to a property \u2014 <strong>note:<\/strong> this only counts as proof of means of living if it generates rental income.<\/li>\n<\/ul>\n<p>There are specific routes for <strong>students<\/strong> (proof of studies plus evidence of a parent&#8217;s income and a maintenance statement), <strong>members of religious orders<\/strong> (certificate from the congregation), <strong>athletes<\/strong> (certificates from club and federation) and <strong>medical records<\/strong> (clinical history with no more than six months between visits).<\/p>\n<h3>4. Witnesses<\/h3>\n<p>Three conditions here catch many applicants out:<\/p>\n<ul>\n<li>They must be <strong>over 25 years old<\/strong>.<\/li>\n<li>They must have known you for the period you are proving: <strong>3 years if you have family established here, 5 if you do not<\/strong>.<\/li>\n<li>They cannot be your relatives, employees or employers, nor serving military, police or electoral officials.<\/li>\n<\/ul>\n<p>Witnesses <strong>do not attend on the day you open the file<\/strong>. A date and time are set afterwards for the Hearing, and they must attend with their Credencial C\u00edvica (civic ID).<\/p>\n<h3>Documents from private institutions<\/h3>\n<p>Any document issued by a private institution must be verified by a Public Notary <strong>as to signature and as to content<\/strong>. These are not the same thing: \u201cas to signature\u201d certifies that the signature is genuine and was given before the notary; \u201cas to content\u201d certifies that the notary inspected the institution&#8217;s records and that the data in the document comes from them. If either is missing, the document will not be accepted.<\/p>\n<h2>One procedure you do NOT have to do<\/h2>\n<p>The Criminal Record Certificate <strong>does not need to be requested<\/strong>. The Legal Citizenship Section obtains it directly from the National Directorate of Scientific Police. It is one errand that many applicants run unnecessarily.<\/p>\n<h2>Where it is done and how to book<\/h2>\n<h3>In Montevideo<\/h3>\n<ul>\n<li><strong>Address:<\/strong> Electoral Court, Legal Citizenship section \u2014 Ituzaing\u00f3 1467, ground floor.<\/li>\n<li><strong>Hours:<\/strong> Monday to Friday, 10:00 to 14:30.<\/li>\n<li><strong>Booking:<\/strong> online. Slots <strong>are released every working Monday at around 10:00<\/strong>.<\/li>\n<li><strong>You can also go without a slot:<\/strong> if you cannot get an appointment, you may turn up with all your documents and no prior booking. Those with appointments take priority, so being seen depends on demand that day.<\/li>\n<li><strong>Grace period:<\/strong> 15 minutes. Arrive later than that and you have to book again.<\/li>\n<\/ul>\n<h3>Elsewhere in the country<\/h3>\n<p>It is handled at the Departmental Electoral Offices and, as a rule, <strong>no appointment is needed<\/strong>. Two exceptions book by phone: <strong>Maldonado<\/strong> (1924, ext. 3502) and <strong>Lavalleja<\/strong> (091 619 718).<\/p>\n<p>And one important detail for anyone living in Canelones: <strong>the procedure is only carried out at the office in the city of Canelones<\/strong>. The Pando, Las Piedras and Ciudad de la Costa offices do not handle these applications.<\/p>\n<h2>What does it cost?<\/h2>\n<p>The legal citizenship procedure itself is <strong>free of charge<\/strong>. What does cost money are the documents you need to assemble the file: certificates, apostilles, translations and notarial certifications.<\/p>\n<h2>After the citizenship letter: the Credencial C\u00edvica<\/h2>\n<p>Obtaining the Carta de Ciudadan\u00eda does not entitle you to vote straight away. <strong>Three years after legal citizenship is granted<\/strong>, you present the letter to obtain the credencial c\u00edvica. With the letter you can, however, already apply for a <a href=\"https:\/\/viviruruguay.com\/en\/how-to-apply-for-a-uruguayan-passport\/\">Uruguayan passport<\/a>.<\/p>\n<h2>Legal citizenship and nationality are not the same thing<\/h2>\n<p>This is the most common confusion and it is worth being clear about. <strong>Legal citizenship<\/strong> is the status a foreign national obtains through residence, and it is what the Electoral Court grants with the Carta de Ciudadan\u00eda. <strong>Uruguayan nationality<\/strong>, by contrast, belongs to those born in the territory or born to a Uruguayan parent. A legal citizen gains access to the Uruguayan passport and to the rights the law grants citizens, but in legal terms their nationality of origin remains what it was.<\/p>\n<h2>And the difference from legal residency<\/h2>\n<p><a href=\"https:\/\/viviruruguay.com\/en\/how-to-obtain-legal-residency-in-uruguay\/\">Legal residency<\/a> is the immigration step that comes first: it allows you to live, work and invest in the country, and it is what starts the clock towards citizenship. It is a separate matter from <a href=\"https:\/\/viviruruguay.com\/en\/how-to-obtain-a-tax-residency-in-uruguay\/\">tax residency<\/a>, which follows different criteria. Citizenship is permanent, requires no renewal, and is lost only in the specific circumstances set out in law.<\/p>\n<h2>Frequently asked questions<\/h2>\n<h3>How many years do you have to live in Uruguay to apply for citizenship?<\/h3>\n<p>Three years with a family established in the Republic and five years without, in both cases of habitual residence and being 18 or over.<\/p>\n<h3>Do I lose the time accumulated if I leave the country?<\/h3>\n<p>Yes, if the absence exceeds 6 consecutive months. In that case the 3 or 5 year period starts again from zero on re-entry.<\/p>\n<h3>Does Uruguayan citizenship cost anything?<\/h3>\n<p>The procedure itself is free.
