The governing principle: in Uruguay gambling is unlawful unless expressly authorised

Here is the key that explains everything else, and it is counter-intuitive for anyone coming from other countries. In Uruguay games of chance are unlawful as a general principle, established in Article 1 of Law 1,595 of 16 December 1882. It is not that they are permitted and some are banned: it is the other way round. Only what the State expressly authorises is legal.

So the right question is not “is this online casino banned?” but “is it expressly authorised?”. For internet casino games, the answer is no.

What exactly is prohibited

The rules are explicit: gambling and betting activities through the internet, technological platforms or similar applications are prohibited. In particular, casino games and rooms — poker, roulette and slots — are absolutely prohibited in their online, virtual or similar form.

That includes foreign operators accepting Uruguayan players: holding a licence in another country does not entitle a company to operate here.

Who regulates it and how it is enforced

The body dealing with online gambling is the National Directorate of Lotteries and Raffles, which compiles and maintains a list identifying entities offering unauthorised online gambling services.

The site-blocking system

The mechanism is concrete and has defined deadlines:

The National Directorate of Lotteries and Raffles identifies an unauthorised site and issues a resolution ordering the blocking of the domain or URL.
The order is communicated to URSEC, the communications services regulator.
URSEC passes it to all authorised operators in the national market within 48 hours.
Operators must implement the block within 48 hours of receiving the communication.

The financial ring-fence

This is the part most people are unaware of and the one with direct practical consequences: electronic payment issuers regulated by the Central Bank cannot authorise transactions associated with unauthorised gambling, nor enable those instruments to be used to collect winnings from such activities.

In practice that means a card or e-wallet issued in Uruguay may reject both the deposit and the withdrawal. It is not a technical fault on the site: it is the regulation working.

Advertising and sponsorship

The Executive is empowered to adopt preventive and punitive measures against the spread of illegal online gambling, including site blocking, blocking financial flows and the prohibition of commercial communications, sponsorships and advertising of unauthorised games.

What gambling is authorised in Uruguay

Legal gambling in Uruguay is state-run or expressly licensed:
