Obtaining a Passport for the First Time
If you are a Uruguayan citizen and plan to travel abroad, you will need a passport, valid for 10 years. Here we explain how to obtain or renew it.
Passport Processing Steps
- Reservation and Payment: You can do it in person at RedPagos or Abitab, or at the offices of the Dirección Nacional de Identificación Civil. It is also possible to book your appointment online at the Uruguayan Government website.
- Audience Reservation: Please note that only payments in local currency are accepted, and if you book online, an additional charge will be added depending on the payment method.
- In Montevideo, you can book your hearing in person at Bartolomé Mitre 1434, corner of 25 de Mayo. Hours: Monday to Friday, from 08:00 to 16:00 hours.
- In the interior of the country, go to the corresponding Departmental Office of Civil Identification.

Requirements to obtain a Uruguayan Passport for the first time and its renewal.
For Uruguayan citizens over 18 years of age:
Basic requirements:
- Valid Identity Card in good condition.
- Certificate of Judicial Record, processed together with the passport hearing at the National Directorate of Civil Identification (Dirección Nacional de Identificación Civil).
In special cases:
- For persons with evident incapacity not judicially declared, a certificate from the National Registry of Personal Acts, Interdictions Section, is required.
- If you are judicially declared incompetent and under guardianship, a judicial authorization is required.
For children under 18 years of age:
General requirements:
- Valid Identity Card in good condition.
- Recent Birth Certificate (less than 30 days old).
- Presence of both parents with valid identity cards.
Special cases:
- If the minor is married, the presence of the parents is not required, but a recent marriage certificate is required.
- In case of death of one or both parents, the death certificate must be presented.
- If one or both parents are abroad, consular authorization is required.
- If a parent refuses to appear, a court order is required.
- In case of absence of the parents, a power of attorney can be presented.
- For minors under the guardianship of the State, an authorization from INAU is required.
For Uruguayan nationals covered by special laws over 18 years of age:
Requirements:
- Valid Identity Card in good condition.
- Certificate of Judicial Record.
- If applicable, Letter of Citizenship from the Electoral Court and Civic Credential.
- In cases of evident incapacity not judicially declared, the certificate of the National Registry of Personal Acts, Interdictions Section.
For children under 18 years of age:
Same requirements as for naturalized citizens under 18 years of age.
Passport Renewal:
- It can be renewed up to 12 months prior to expiration.
- In case of need for early renewal, a form must be completed in person.
- In Montevideo, go to Rincón 665, Document Management Office. In other departments, to the corresponding office.
- You can also apply online.
- Documents required for renewal:
- Identity card valid and in good condition.
- Previous passport or report of loss.
- In case of changes of affiliation, make sure that the identity card reflects the current reality.
